Council has drafted a bylaw in accordance with the Local Government Act 2002. The bylaw would give Council the tools to effectively manage boat moorings in Waikawa Bay to ensure the safe and efficient use of the water space by mooring owners and other users of the bay.
The Statement of Proposal (copy below) was notified for public submissions on 17 June 2010.

Three independent Commissioners were appointed by Council to hear and make decisions on the bylaw in conjunction with Plan Change 21.
A public hearing of the draft bylaw was held on 29 November 2010. The Commissioners released their decision (copy below) on 6 May 2011. However, the bylaw is yet to be promulgated by Council and is therefore not currently in force. Council is presently – as at September 2015 – working to identify the processes and costs necessary to implement the bylaw before deciding whether to promulgate the bylaw.
