Heat Smart

Marlborough District Council is participating in the Energy Efficiency and Conservation Authority’s (EECA) home insulation and clean heating scheme, by providing financial assistance to help fund that proportion of the costs not covered by an EECA grant.

  • Who is eligible?

    Homeowners with houses built before 2000 are eligible.  (The scheme is for residential homes only).

    Insulation grant. If your house was built before 2000, you can get a third (up to $1,300) of the cost of installing ceiling and under floor insulation.

    Clean Heating grant. If/once your ceiling and underfloor insulation is up to EECA's standard, you can get $500 for a clean heating device in your primary living area (if there isn't one there already). You can access the insulation and heating grants at the same time.

    Community Services Card (CSC) holder homeowners and landlords with CSC holding tenants may be eligible for higher levels of funding, if your Service Provider has an unallocated EECA grant  for this purpose.

    You can only access the grants through registered Service Providers.

    Therefore on 12 September 2012 Council was advised by EECA that the heating grants will no longer be available as part of the Heat Smart programme.

    You are still able to fund your insulation through Council's targeted rates scheme so long as you also receive the EECA grant.

  • Do I have to pay off the outstanding loan balance if I sell my house?

    You do not need to repay the loan in this instance because the loan for the Heat Smart solution stays with your property. You will be required however to inform the purchaser of this rate, and Council will also provide advice of this in LIM reports.

  • How do I apply for funding?

    If you want to get your house done under the programme, contact a couple of Service Providers to give you quotes.

    EECA registered Service Provider can be contacted from the Service Provider page, or through www.energywise.govt.nz or 0800 358 676.

    Talk to your Service Providers about the funding they have available and how long it will take for them to get to your house.

    Questions to ask a service provider
    • Which areas are you covering?
    • How many square metres of product do I need?
    • What products do you recommend?
    • Are you using double thickness of any products?
    • Why are your recommended products the best solution for my house?
    • In what ways are your recommended products better than others?
    • (If you have downlights or extractor fans) Have you left the right safety clearances around heat sources?
    Tips for understanding your quote

    A quote should clearly show the name of the product being installed, what the quantity is and the cost per square metre. The quantity of product quoted should be roughly the size of your house. The installer should explain why the product and quantity recommended is the best solution for your home.

    Your quote will also show the total cost, the amount of grant funding you qualify for and the final amount you need to pay to the Service Provider, or obtain Council funding (repayable via the Council’s Rating system).

  • How do I pay Council back?

    Marlborough District Council will charge a targeted rate on your property over a nine year period, payable through your quarterly rates invoices.

  • How much money can I get from Council after deduction of the EECA grant?

    Marlborough District Council has not fixed a maximum amount for either Insulation or Clean Heating services.

  • How much will I repay?

    Over 9 years you will pay the GST exclusive amount that Marlborough District Council pays to the Supplier (i.e. net of the EECA grant), as well as Interest, and an Administration Charge, together with GST on all these costs.

    The current interest rate is 7%, which is monitored annually and subject to change. The current administration charge is $115 GST incl.

    The GST incl annual repayment rate is $173.31 for each $1,000 of the Total GST excl Service.

  • How will I know how much I have left to pay?

    A loan table will be provided based on the initial interest rate and updates will be provided to reflect any interest rate changes during the term of the loan.

  • If I apply for assistance via the Council rating system, how long will it take for my application to be approved?

    Council will determine approval within 3 days after receipt of a ratepayer’s application.

  • What can I use the funding for?

    Funding can be used to install:

    • Ceiling and underfloor insulation, up to a required standard (please note, if you can access the space, you have to get both ceiling and underfloor insulation done to qualify for funding).
    • A clean, efficient heating device in the primary living space, if it does not already have a heating device that meets current standards (please note - you are only eligible for funding towards a heater if you have proper insulation first - your service provider will be able to tell you if you qualify).
    • The following energy efficiency measures where necessary: a hot water cylinder wrap, pipe lagging, draught-stopping, and a ground moisture barrier.

    There is a long list of products that are eligible for funding. Providers will be able to give you information about the right product for your needs.

    The types of products covered are:

    Insulation products:
    • Wool
    • Polyester
    • Fibreglass
    • Mineral fibre
    • Polystyrene (but not in the ceiling)
    Clean heating products:
    • Approved wood burners
    • Approved pellet fires.
    • 4-star AGA-rated flued gas heaters. Ask your provider for a list of the gas heaters they supply.
    • ENERGY STAR® heat pumps. Note that multi-split and ducted heat pump systems are not eligible for funding.

    Providers use different products. If you are after a particular product you may need to call a few providers to see who installs that product.

  • What is available for Community Services Card holders?

    If you have a Community Services Card you can get 60% funding towards the cost of insulation if your Service Provider has an unallocated EECA grant for this purpose.
