What is being offered?
Homeowners who want to take advantage of the Government’s Heat Smart insulation and clean heating scheme may be able to pay off their share of the costs through their rates.
Marlborough District Council is participating in the Energy Efficiency and Conservation Authority’s (EECA) home insulation and clean heating scheme.
The Marlborough District Council Programme will enable eligible ratepayers to repay their share of the costs (the proportion of the costs not covered by an EECA grant) via a targeted rate over a nine year period. To qualify as an eligible ratepayer, you must be up to date with your rate payments, have a house which was built prior to 2000, and receive an EECA grant through an EECA registered Service Provider.
The Marlborough District Council Heat Smart Programme is available to eligible ratepayers as from 25 August 2010.
The Marlborough District Council is offering an energy efficiency service to ratepayers for an approved Heat Smart solution to help make their homes warmer and healthier. An approved Heat Smart solution could involve Insulation, a Clean Heating Device, or both.
The following Government grants are currently available for insulation and clean heating:

#EECA Update 12 September 2012
The priority for EECA now is insulating as many homes as possible.
Therefore, on 12 September 2012 Council was advised by EECA that the heating grants will no longer be available as part of the Heat Smart Programme.
You are still able to fund your insulation through Council's targeted rates scheme so long as you also receive the EECA grant.
#EECA Update May 2013 - Clean Air Grants
The Government has announced that the funding for clean air grants, delivered by Warm Up New Zealand: Heat Smart service providers, ends on 30 June 2013.
Heat Smart Programme
For this service, Council will provide funding for the residual cost of this Heat Smart Programme, which will be recovered over nine years through a targeted homeowner property rate. (The residual cost and rates recovery amount will include interest and an administration charge). A targeted rate will appear on the individual’s rate assessments and be included in their quarterly rates invoices after July each year.
An 'example' of the residual cost recovery amount for a 120 m2 house, (for both ceiling and underfloor insulation and a heat pump), based on rate repayments for a nine year period and the current interest rate of 7% is as follows:

Note:
- The targeted annual rate and the total targeted rates payment for 9 years for the 'example' above are based on an interest rate of 7% (which is monitored annually and is subject to change) and an installation occurring six months before the commencement of the first rating year.
- If the ratepayer was a Community Service Card holder (and also obtained the higher level of EECA grant), the total targeted annual rate for the 'example' above (based on the same assumptions as in Note 1), would be $535.82 and the total targeted rates payment to Council for the 9 year period would be $4,822.41.
- The Energy Efficiency and Conservation Authority (EECA) has approved of a number of insulation and clean heating products which are eligible for their Heat Smart Scheme Government grant. EECA registered Service Providers are able to provide information to homeowners on what products are suitable for their needs.

Conditions and how to apply
This scheme is for residential homes only.
To be eligible for this service you must:
- Be a ratepayer (and)
- Be up to date with your rate payments (and)
- Have a house which was built before 2000 (and)
- Be receiving an EECA grant through an EECA registered Service Provider
How to apply
- Contact an EECA registered Service Provider, or through www.energywise.govt.nz or 0800 358 676
- A Service Provider will assess your home (free of charge), recommend a solution that is best for your home, and provide a quote to fit and supply insulation and also a heating device (if required). You may wish to get more than one quote.
- The Service Provider will outline the funding options available to you through both EECA and Marlborough District Council. Your selected Service Provider will help you complete the Marlborough District Council application form.

The process which follows:
- If you choose to apply to Marlborough District Council for assistance with this energy efficiency service, send us your completed Application and Agreement form, along with your Service Provider’s quote in the free post envelope. (Your Service Provider will supply you with all of this)
- If your rates are up to date, we will approve your application within 3 working days of receipt and send you confirmation.
- We will also notify your selected Service Provider of this confirmation.
- When your installation is completed, the Service Provider will invoice the appropriate amounts to EECA and the Marlborough District Council.
- EECA and the Marlborough District Council will pay the Service Provider for the appropriate amounts.
- Marlborough District Council will add your energy efficiency rating information to your property’s Land Information Memorandum (LIM), and rating records.
