Conversion to electronic records
Currently all property and resource consent files held by Marlborough District Council are being converted to electronic records. It is anticipated that scanning will be completed by December 2013. If a file has been scanned, it will be viewable online.
Search information
Once you have accepted the disclaimer, you will enter the property search page.
You can search by address, property number, or building or resource consent number.
Searching by address or property number will locate the file for that property. This will include resource consents associated with that particular property.
Searching by resource consent number or by building consent number will narrow your search down to that particular consent, not to all information in the property file.
Your search will show how many results it returned, which tells you how many documents are in that particular file. For example, the result below shows a file containing 30 documents.
To narrow down your search to a particular document, use the advanced search button to enter a keyword, ie “decision”. The results will show only the document you searched for, not the entire file.
The date you see beside a document in the search results does not reflect the age of the document; it is the date the electronic copy of the document was created.
If a file is not digitised
If the screen shows that the file is “NOT Digitised” in the search results, this means that while some items in the file may be viewable online, the entire file has yet to be scanned. To view this file, complete the relevant online file scan request form.
Requesting file scans
Customers who want to view a file that has not yet been scanned can do so by completing relevant form for to request either a property or a resource consent file to be scanned. While the scanning project is taking place, it will take one to two working days for a requested file to be scanned and viewable online, or downloaded to a CD for you (a charge applies for CDs).
As the project progresses, more and more files will be viewable online. Once the project is complete, you will have fast access to all property and resource consent files at any time of day or night via your home or office, or via Council’s viewing terminals anytime during office hours.
Holding this information electronically, as well as providing faster access to files, will also safeguard these files from deterioration, or from possible loss in a major disaster.

Where to find specific documents and information

Property files do not contain rating and valuation information. This information can be found in our Rates section on the Rates Search page.
Viewing PDF documents
The documents held on property and resource consent files are in Portable Document Format (PDF). To view these PDF documents you will need to have the free PDF reading program, Adobe Reader, version 8 or later. If you do not have Adobe Reader, or have an earlier version, you can download it from Adobe’s website.
You can choose to open the document you wish to view, or to save it to your own computer. Once the document is open, you can save, print or email the document from your computer.
You cannot print, save or email from Council's viewing terminals. Please see a customer service officer for assistance. Copying charges will apply for printing documents.
Once you have opened a PDF document, you can press the CTRL and F keys together to search for a particular word within that document.
File size
Some files, particularly commercial properties, roll plans, and files with large building plans, or resource consents containing many photographs, may be quite large and take some time to download.
If you have very slow broadband, or a dialup connection, an alternative could be to visit Council’s Blenheim or Picton office to view the file from one of our viewing terminals. It is free to view files in this way. Alternatively, you could choose to order a CD. Charges apply to ordering a CD.

Finding the property on an aerial map
To see an aerial view of a property from the search results screen, click on the "Show on Map" link. This will open to a view of the selected property in Dekho, Council’s mapping program.
If you don’t know the address or property number of the property you’re searching for, search Dekho to find this information.
Dekho runs in a free programme called Adobe Flash Player. Most computers have this installed, but if you don’t, you may be prompted to download this programme. The minimum version required to run Dekho is Adobe Flash Player 10,0,22,87.
