Total Mobility

The Total Mobility scheme provides a subsidised taxi service to people with serious mobility constraints by way of vouchers that provide a discount of 50 per cent off the normal taxi fare. It also provides funding assistance for the purchase and installation of wheelchair hoists in taxi vans.

In this region the Marlborough District Council manages and operates the scheme, with subsidy funding from New Zealand Transport Agency (formerly Land Transport New Zealand).

To qualify for the Total Mobility scheme, applicants are referred to an appropriate Total Mobility agency to undergo an eligibility assessment based on nationally established criteria.

An eligible person must have an impairment that prevents them from undertaking any one or more of the following five components of a journey unaccompanied, on a bus, train or ferry in a safe and dignified manner:

  • Getting to the place from where the transport departs
  • Getting onto the transport
  • Riding securely
  • Getting off the transport
  • Getting to the destination

If the applicant is successful, they will be issued with a temporary membership card, together with their first book of vouchers for immediate use. Arrangements will be made for a photo to be taken that will be used to produce a photo ID card. This photo ID card must be shown to the taxi driver each time a Total Mobility voucher is used.

Please note that acceptance to the Total Mobility scheme does not automatically guarantee access to vouchers. At times it may be necessary for Marlborough District Council to review eligibility criteria and/or voucher allocation to meet budgetary or other constraints.
