Election Timetable 

Elections for the Marlborough District Council (including the Nelson Marlborough District Health Board) are held every three years on the second Saturday in October. The next elections will be held on 8 October 2016.

To be eligible to vote in the 2016 Council Elections you must be enrolled on either the residential or ratepayer roll.

Nominations for the following positions opened on Friday 15 July 2016 and closed at 12 noon on Friday 12 August 2016:

Council:

  • Mayor; and
  • 13 Councillors for three wards:
    • Seven Councillors for Blenheim Ward;
    • Three Councillors for Wairau/Awatere Ward;
    • Three Councillors for the Marlborough Sounds Ward.

Nelson Marlborough District Health Board:  

Seven members will be elected at large for the Nelson Marlborough District Health Board during the 2016 election. This Board covers the Marlborough District, Nelson City and Tasman District Council areas.

Electoral System 

The Single Transferable Voting (STV) electoral system will be used for both the Marlborough District Council and the Nelson/Marlborough District Health Board elections. For a concise summary of STV and how it works, go to: www.stv.govt.nz.

Voting for the 2016 Council Elections is by way of postal vote during the period 16 September to 12 noon on Saturday 8 October.

Early Processing of Votes

Returned voting documents are able to be opened and processed (but not counted) during all or part of the voting period prior to the close of voting (sec 80 LEA).

This allows completed voting documents to be “processed” right from the time that they are received back from electors. Processing involves the envelopes being opened, the voting document extracted, the votes for each candidate being recorded electronically, and the voting documents being kept in secure storage when not in the course of being processed. Each voting document is processed twice, the second time by a different operator from the first - the purpose of this is to check the accuracy of the first processing. All early processing is carried out in the presence of a Justice of the Peace, who must certify whether or not the whole process has been carried out in compliance with the relevant Acts and Regulations. This will be undertaken by our contractor electionz.com at their Vote Processing Centre, 3/3 Pukaki Road, Christchurch Airport – phone 03 377 3530, e-mail: elections@electionz.com, postal address PO Box 3138, Christchurch 8140.

Electoral legislation requires that dual passwords and time locks are also in place to ensure that no access to the results can be obtained until after 12 noon on Saturday 8 October 2016.

To be counted, all completed voting documents must be in the hands of the Electoral Officer by noon Saturday 8 October 2016. Daily voting document returns figures will be posted here when applicable.
