To achieve integrated urban design outcomes, where initiatives preferably achieve more than just one objective.
- To align funding priorities and infrastructure upgrades with planning policy.
- To take planning steps that will positively impact on the development of the settlements over a 25 year period between the last census in 2006, and 2031.
Project outcomes
- Concrete proposals to guide decision making.
- Proposals for actions and interventions, which are practical and affordable.
- Guidance for plan changes, including direction for the period beyond the project horizon, in the form of 'Deferred Township Residential' or 'Future Urban' zones.
Project scope
The focus of the North Marlborough Project will be on Picton and Havelock, as the main service towns for the wider Sounds area. Both towns have complex urban issues that need to be resolved.
Issues that have been identified include; the amenities of the town centres, pedestrian connections, services' infrastructure, vegetation and trees, parking and boat access, quality of buildings, heritage and the potential long term growth prospects of the towns. There may be other important issues that have not been identified, and that is where community input is essential.
The settlements of the inner Sounds will also be looked at, in broad terms, to provide indicative context for Picton and Havelock, whilst acknowledging that the wider Sounds’ communities rely heavily on these centres, and on the infrastructure that links them.
A key issue to be addressed will be whether further residential and/or commercial growth is appropriate for Picton and Havelock, and, if so, where and what any long term growth directions might be.
