Earthquake-prone Buildings Policy Review
The Building Act 2004 required Council to introduce a policy addressing earthquake-prone buildings in 2006.
The Act required that the policy be reviewed at five-yearly intervals. The first review commenced in early 2011 calling for submissions. No submissions were received.
Council is mindful of the events in Christchurch and in particular February 2011 and has requested there be legal and technical consideration of its proposed policy review.
It is appreciated there are significant matters emerging from the work of the Royal Commission in Christchurch but as yet there is no timeline for outcomes or the possible impacts these may have for Council. A number of the matters emerging are not as relevant for Marlborough given the particular seismic requirements for the district in respect of new developments.
A first stage for Council’s current Earthquake-prone Buildings Policy Review is to consider the implications of what is presently known, for the proposed policy in the short term, and to determine whether inaction is appropriate in anticipation of changes yet to be introduced at some time in the future.
