Aerial shot of Marlborough.The purpose of the proposed Wairau/Awatere Resource Management Plan is to promote the sustainable management of the natural and physical resources of the Wairau/Awatere area including the coastal environment. The Plan is a combined plan containing the regional, regional coastal and district plans for the Wairau/Awatere area. The Plan sets out the objectives and policies and methods, including rules, to resolve issues and to promote the sustainable management of the Wairau/Awatere area.

Plan Status

The Plan is not yet operative. Decisions have been released on submissions to the Plan and a number of the provisions have been referred (appealed) to the Environment Court. The Council has also undertaken a number of changes to the Plan since the decisions were released. This means that the weight placed on each provision in the Plan will vary over time as appeals are resolved and changes are completed.  Until such time as the Plan becomes operative, it will not be available for downloading from the website.

Plan Content

The proposed Wairau/Awatere Resource Management Plan comprises three volumes:

  • Volume One - Contains the introduction to the Plan, which incorporates information requirements for resource consent applications, cross boundary matters and monitoring. Volume One contains the issues to be addressed by the Plan as a whole, the objectives, policies and methods to be used in promoting sustainable management of the natural and physical resources of the Wairau/Awatere and the environmental results anticipated from their implementation.
  • Volume Two - Sets out the rules to achieve the objectives, policies and methods including assessment criteria for those activities which require resource consents. Volume Two also contains the interpretation section which defines the words, terms and phrases used in the Plan.
  • Code of Practice for Subdivision and Development
  • Volume Three - Contains the planning maps for the Wairau/Awatere Resource Management Plan, which are an integral part of the Plan in that they establish graphically the areas to which the rules set out in Volume Two apply.
