Water and Air Transport Subsidies and Marina Parking
Marlborough District Council, with funding support, will subsidise barge services for residents, workers and visitors to areas in the Marlborough Sounds that were previously accessible by road until June 2024.
The subsidy will run in partnership with Johnson's Barge Service Limited in Havelock, Kenny Barging in Picton.
People wanting to use this service and access the subsidy should book directly with the provider.
- Service will now run on Mondays, Wednesday and Friday.
- The charge for a ‘vehicle size’ load rate will increase from $100+gst to $150+gst.
- Users who never had road access will continue to charge the usual rates.
Full Barge Loads
- A discount of 30% will apply to commercial loads such as building materials – loads which are not able to travel on the roads due to weight/length restrictions.
On Farm Supplies
- If using the community barge the $150 +GST per ‘vehicle size’ rate will be applied.
- If using a full barge a 50% discount will be applied (no change).

Please note after a review with there are some changes on how the subsidies will operate from 1 August 2023.
To summarise they are:
- $25 (gst inclusive) per person, per trip capped at $100 (gst inclusive).
- A stricter eligibility check.
- Discontinued freight subsidies.

Due to the cost of private water taxis being a fixed fare per trip, we encourage local communities to co-ordinate days and departure times to fully maximise each water taxi departure. This will reduce the cost per person

Marlborough Sounds Marinas will continue to assist permanent Sounds residents with parking.
It will entitle permanent Sounds residents to park as follows:
Off Peak - May to September: in the main marina in ‘pay by plate’ parks.
Peak - October to April, residents’ cars will need to be relocated to the gravel area in the vicinity of Compound B in Havelock or by Memorial Park in Picton.
A maximum of 50 concessions will be issued on ‘first in, first served’ basis in Havelock and 10 will be available in Picton. Terms and conditions apply.
Sounds residents who wish to have their car parked in a more central area all year around are required to pay the $7.00 per day and park in the Pay by Plate area in the same way as bach owners and marina users.

Port Marlborough’s parking in the marinas is designed for marina customers and assumes a rotational use, not a semi-permanent or permanent use, and therefore Port Marlborough cannot guarantee the ongoing availability of these car parking entitlements in the future.
Port Marlborough recommends that impacted residents consider a boatshed or compound rental to assist with their parking requirements going forward. Those are currently fully tenanted but a waiting list is available.
NB. Sounds Residents are defined as permanent residents of the Sounds with no (or limited) road access and excluding bach owners or holiday makers.
Please note: The Coathanger car park in Picton is not part of Port Marlborough’s Picton marina. This is administered separately by Marlborough Roads on behalf of Council and is not included in the above arrangements. Normal parking arrangements apply here.
