Listed Land Use Register (LLUR) Categories for Marlborough
The Listed Land Use Register (LLUR) is an electronic database used by the Marlborough District Council to manage information about properties within the Marlborough region that have been used for activities or industries that involve the use, storage or disposal of hazardous substances. Once a site has been identified and added to the register it is assigned one of six categories. These include:
Verified Non-HAIL:
HAIL activity did not occur (more likely than not):
🔘 Admin error 🔘 HAIL did not occur
Definition: Information shows that the site has never been associated with any of the activities or industries on the HAIL.
Unverified HAIL:
HAIL land use information not confirmed.
Definition: Information sources suggest a HAIL land use has occurred, however the reported use has not been confirmed.
Verified HAIL Sites:
Verified HAIL risk not quantified: Insufficient information to quantify adverse effects or risks to people or the environment from known HAIL activity.
Definition: The site may not have been investigated, or if it has, sampling may be inadequate to assess risk, or some activities on site may not have been investigated. Contamination may have occurred, but should not be assumed to have occurred.
Example:
- A service station with workshops has had a tank pull investigation, but the area of the workshops remains not investigated.
- A site has had a preliminary site investigation undertaken that included the collection of two soil samples.
At or Below Background:
Site investigation demonstrates soil at or below background concentrations.
🔘 remediated 🔘 natural state
Definition: The site has been investigated or remediated. The investigation or post remediation validation results confirm there are no hazardous substances above local background concentrations other than those that occur naturally in the area. The investigation or validation sampling has been sufficiently detailed to characterise the site.

Site investigation demonstrates soil at concentrations acceptable for current or proposed land use.
🔘 remediated 🔘 natural state
Definition: The site has been investigated. Results show that there are hazardous substances present at the site but indicate that any adverse effects or risks to people and/or the environment are considered to be so low as to be acceptable. The site may have been remediated to reduce contamination to this level, and samples taken after remediation confirm this.

Managed for [Specified Land Use]:
Site investigation demonstrates that hazardous substances present but risk of exposure has been managed.
Definition: The site has been investigated. Results show that there are hazardous substances present at the site in concentrations that have the potential to cause adverse effects or risks to people and/or the environment. However these risks are considered managed because:
The nature of the use of the site prevents human and/or ecological exposure to the risks; and/or the land has been altered in some way and/or restrictions have been placed on the way it is used which prevent human and/or ecological exposure to the risks.

Site investigation demonstrates that contaminants in soil, sediment, groundwater or surface water exceed criteria and are likely to pose a risk.

Definition: The site has been investigated. Results show that the site has a hazardous substance in or on it, or in groundwater or surface water that:
- has significant adverse effects on human health and/or the environment; and/or
- is reasonably likely to have significant adverse effects on human health and/or the environment

NB: When radio buttons are shown () this indicates that only one selection can be made for that category. For example if a site is Verified Non-HAIL it is either in the database due to an Admin error, or it was proved that HAIL did not occur on the site.
NB: When a check box is shown () this indicates that both options can be selected. For example a site may be Contaminated for ' for both human health and the environment, or just for one of these.
