Victoria Domain

In 1995 a reserve management plan was published for Victoria Domain and related reserves (including Shelley Beach, Memorial Park, Waikawa Recreation Reserve and Endeavour Park. Some 23 years later much has changed in the way people use and value these reserve areas and this needs to be considered in developing a new plan.

Te Ātiawa o Te Waka-a-Māui Trust and the Marlborough District Council are working together to prepare a new plan and would like to hear from you. The new reserve management plan for the Victoria Domain reserves will provide an overall vision and management framework that will help guide both day-to-day and long-term decision making.

Proposed timeframes

The following table sets out a proposed timeframe for completing the review. This will be updated as the review progresses.

Why you should be involved

Victoria Domain is one of the most prominent tracts of land in Waitohi/Picton that offers a range of passive and active recreational opportunities. The Domain hosts numerous walking trails and bike tracks that are popular with local mountain biking clubs. There are also spectacular views down the Sounds from the roadway and tracks and the opportunity to view some of the wildlife that flourishes amongst the various tree, bush and shrub species.

The Domain is also rich in history with some Māori names given to parts of Victoria Domain (Te Ihu Moeone) including Te Pahoahoa (‘the Snout’) and Te Tungara (a reference to a taniwha) at the high point on the southern end.

How you can get involved

As a Marlborough local, reserve user or resident, you can influence how the Victoria Domain reserves are used, managed and developed in future by providing some suggestions or feedback. We are keen to hear your views. There are several opportunities to be involved. This includes through:

  • an informal feedback period;
  • a second more formal opportunity to prepare a submission on a draft management plan once that is released;
  • and through hearings on submissions.

In addition, the review team are happy to come and talk with groups about the review process and listen to your ideas for how you would like to see the Victoria Domain area managed.

How to provide feedback suggestions

You are invited under Section 41 of the Reserves Act 1977 to provide suggestions or feedback on this first stage of the review. Feedback can be made in writing and sent to:

There is no set format for providing your feedback or suggestions but we have provided you with a form to download that you are welcome to use – see below. You can also use the online form available below. Information about the review and forms are also available on the website of Te Ātiawa.

There are no limits to what can be submitted on but we would like to know:

  • how you use the Victoria Domain reserves?
  • what do you like about the reserves, or don’t like?
  • are there particular values important to you?
  • what you think the reserves could or should look like in the future?

From consultation with the community and the feedback received a draft plan will be prepared, which will then be available for formal submissions later in the year.
