Marlborough District Council agreed today to develop a joint Head Start outline proposal document with Kaikōura District Council, to inform its final decision next Thursday 6 August on whether or not to submit it to the Government.
The approval follows discussions between the two councils and comes after Kaikōura District Council identified Marlborough as its preferred partner for a possible future amalgamation.
Mayor Nadine Taylor said today’s step was about gathering information and ensuring Marlborough was well placed to make informed decisions about its future.
"Today’s decision does not commit Marlborough to amalgamation with Kaikōura," Mayor Taylor said. "It simply allows us to continue preparing the information we need to properly assess the potential opportunities and challenges, which would be subject to a full consultation in the future."
Mayor Taylor said exploring the Head Start pathway allows Council to better understand the possible governance, financial, representation and service delivery impacts, before making any further decisions.
"Developing the Head Start document gives us the opportunity to examine the issues in more detail and to help shape any potential future arrangements, rather than having to react to future decisions made in Wellington."
Mayor Taylor thanked the public for their feedback so far, gathered via two surveys.
“The public’s input has been greatly appreciated by councillors. Results from the second pulse survey from 20 to 29 July garnered 268 responses with two thirds (66% or 177 submitters) supporting developing a joint proposal document with Kaikōura, while 25% (66) were opposed and 9% (23) were unsure.”
Residents highlighted several issues for consideration, including rates and costs, local representation and identity, infrastructure, organisational capability, debt levels and emergency management, which were also subject to some discussion by councillors today.

The draft Head Start Outline Proposal document will be presented to Council next Thursday 6 August. At that meeting, councillors will decide whether it will be formally submitted to the Government.
The Government's Head Start initiative, part of its Simplifying Local Government programme, enables councils to work together on potential local government reorganisation proposals, including the creation of new unitary authorities. Councils wishing to participate must submit an outline proposal in August, with any detailed proposal due in March 2027.
