Ferry Terminal Redevelopment Financing Consultation & Decision
The purpose of this consultation was for the public to have their say on whether the Council should raise a loan to finance Port Marlborough's share of the Waitohi Picton Ferry Precinct Redevelopment.
Over the past decade, the community has fought long and hard to keep the Cook Strait ferries in Picton. Port Marlborough has successfully negotiated an agreement that would see the redevelopment of Waitohi Picton Ferry Precinct and KiwiRail commit to the region for at least 30 years. New Interislander ferries have been ordered, due to arrive in 2025, and without this redevelopment the Port would not be able to handle these larger more environmentally friendly vessels.
The public has recently had a say on the ferry precinct's new design, including a better connection to the town centre. This consultation on the precinct's design and community requirements has been led by Port Marlborough and KiwiRail and can be found in Appendix Q of the resource consent application submitted to the Environmental Protection Authority.

When consulting on the 2021-2031 Long Term Plan, the Council signalled that it wasn't ready to consult on this initiative. Following a rigorous examination by the Boards of Port Marlborough NZ Ltd, MDC Holdings Ltd and Councillors, the Council now has the confidence to propose moving forward to consult on this $110 million investment.
Financing Port Marlborough's share of the redevelopment will not increase rates or cost ratepayers. It also will not increase the cost of debt because, as recently as 30 November 2021, Council has retained its AA+ credit rating.
The Council is working with Waka Kotahi NZ Transport Agency on proposed roading improvements, including a new Dublin Street overbridge, footpath and safety upgrades, and roundabout. KiwiRail have agreed to provide significant funding to upgrade the Waitohi Culverts, and improve Dublin Street and upstream flood protection.

Public Meetings
Members of the public wishing to find out more about the Council's proposal to finance Port Marlborough's share of the Waitohi Picton Ferry Precinct Redevelopment were invited to attend a public meeting or drop in session in mid-January in Picton and Blenheim. Representatives from the Council, Port Marlborough, KiwiRail, Waka Kotahi/Marlborough Roads and the Harbour Master were there to answer questions and provide further information on the proposed finance option and other aspects of the iReX project.
