On 5 May 2026 the Government announced the Head Start pathway for Simplifying Local Government - a streamlined, voluntary pathway for councils willing and able to agree on amalgamation proposals before a wider reform of local government by central government proposed for 2028.

What is being proposed?
The Head Start pathway allows groupings of two or more territorial authorities and unitary councils to propose the formation of new unitary authorities that would combine regional and territorial council functions. Outline proposals for new unitary councils must be submitted by 9 August 2026. Final proposals will be submitted in March 2027, with implementation of any structural reform to begin in May 2028.
Proposals must simplify governance, reduce duplication, enable effective catchment management and support the implementation of a new regional planning system.
Councils who choose not to submit a Head Start proposal will be subject to a backstop process. The Government is still designing the backstop process but has signalled that legislation for the backstop will be enacted by 2028.

What does this mean for Marlborough District Council?
Marlborough District Council is already a unitary authority, the Government’s preferred structure for local government. Unitary authorities have integrated regional and territorial (district) functions providing a simplified governance and management structure that reduces duplication and supports the regional planning.
No decisions have yet been made by Council about whether to participate in the Head Start pathway, which is optional for unitary councils.
Mayor Nadine Taylor said that having a single council delivering regional and district functions “has worked incredibly well for Marlborough. It’s an efficient one-stop shop - people know that no matter what the issue is, they can come to us for help or advice. Our council is open to discussions about potential amalgamations with some other councils.”
What are Marlborough’s neighbouring councils doing?
Kaikōura District Council is undertaking a public survey and consultation which could include a future proposal to merge with Marlborough District Council.

Nelson City Council supports amalgamating with Tasman District Council. Both are unitary authorities. There is currently no consensus between the two on a joint regional position regarding a future amalgamation for the Nelson-Tasman region.
