The Marlborough Emergency Management Group Plan 2025-2030 sets the strategic direction for civil defence and emergency management across the Marlborough District over the next five years. The plan outlines how the MEM Group, with iwi partners, emergency services, local government, and community organisations, will work together to build a disaster-resilient district through the integrated 4Rs approach of Reduction, Readiness, Response, and Recovery.
With Marlborough exposed to significant natural hazards including earthquakes (particularly the Alpine Fault), tsunami, flooding, and the increasing impacts of climate change, this plan establishes a coordinated framework to reduce risks, prepare communities for emergencies, respond effectively when disasters strike, and support long-term recovery.
At its heart is the vision that "Marlborough is a disaster-resilient district that acts proactively to manage risks and build resilience in a way that contributes to the wellbeing and prosperity of all communities, whānau and individuals" – recognising that effective emergency management requires every person, organisation, and agency working together under the principle of "He waka eke noa – We are all in this together."
