Marlborough District Council is seeking public feedback on whether the East Coast Beach Vehicle Bylaw 2023 should be reviewed, and if so, what the review should cover. Consultation provides an opportunity to help shape the scope of a future, full review of the bylaw.
The East Coast Beach Vehicle Bylaw came into force on 1 July 2023 and was introduced to protect the natural environment by managing vehicle access along 48.5km of Marlborough’s East Coast, between the Awatere and Waima rivers. The area became more accessible following coastal uplift caused by the 2016 Kaikōura earthquake.
The bylaw restricts vehicle access along much of the coastal corridor, whilst allowing limited access for specific vehicle types and activities in designated areas. When the bylaw was adopted, Council committed to reviewing the ‘Yellow Zone’ in 2026 and is also required under legislation to complete a full review by March 2028.
This consultation opens tomorrow, 24 July, and closes on 28 August 2026, with opportunities for written submissions and participation in hearings.
Councillors will decide on whether to undertake a full review after considering public submissions. The bylaw remains in force and this consultation process does not predetermine whether the bylaw will be amended, retained or revoked.
